Winning an SSI hearing in front of an Administrative Law Judge is a genuine accomplishment. The process is long, the documentation requirements are demanding, and the wait for a hearing date can stretch well over a year. So when that favorable decision finally arrives, the relief is real. But the Social Security Administration is not done with you yet.
Before payments begin in many SSI cases, the SSA conducts what is called a Pre-Effectuation Review Contact, or PERC. Understanding what SSI covers, how it differs from SSDI, and why the financial review matters can help you prepare. Anyone who wants a clearer picture of the broader Social Security disability system may find that context useful heading into the PERC process.
The short version: a medical approval is only half the equation for SSI recipients. The financial side still has to be verified before payments begin.
What the PERC Actually Is
The PERC is a financial interview, not a medical one. Your disability determination is already done. The SSA now needs to confirm that you still meet the income and asset requirements for SSI.
What the SSA May Review
The financial review may include:
- Checking and savings accounts
- Living arrangements and housing costs
- Loans from family members
- Rental agreements
- Vehicle ownership
- Public assistance
- Income from work
You will typically receive a notice regarding your PERC interview after the favorable decision. Many interviews are conducted over the phone. Benefits generally cannot begin until the required review is completed, and failing to provide requested information can result in denial for failure to cooperate.
What the St. Louis SSA Field Offices Are Looking For
SSA field offices serving the greater St. Louis area handle post-hearing processing. The caseworker assigned to your PERC may ask questions about your finances going back to the period when SSI could first have been payable.
Documents to Have Ready
- Bank statements
- Mortgage records or lease agreements
- Vehicle titles
- Loan statements
- Public assistance documentation
- Payroll records, if applicable
Living arrangements also get particular attention. The SSA may ask who you live with, who pays for housing costs, and whether someone else provides shelter. This is where we see some of the most preventable problems for St. Louis area claimants.
The In-Kind Support Trap Most Families Do Not See Coming
Many SSI claimants in Missouri stay with family while their case works through the system. That is understandable, but receiving shelter from someone else can affect your SSI benefit.
This is called In-Kind Support and Maintenance, or ISM. ISM is shelter that someone else provides or pays for on your behalf. Depending on the living arrangement, the SSA may count some shelter assistance as income and reduce your benefit.
How the One-Third Reduction Can Work
Under the Value of the One-Third Reduction rule, if you live in another person’s household, receive shelter from others there, and others in the household provide all of your meals, the SSA may reduce the federal SSI benefit rate by one-third.
In 2026, the federal SSI benefit rate for an eligible individual is $994 per month. A one-third reduction would bring that amount to approximately $662.67 before other applicable adjustments.
Food No Longer Counts Toward ISM
As of September 30, 2024, the SSA no longer includes food in ISM calculations. Shelter assistance can still affect SSI benefits, so your living arrangement remains an important part of the financial review.
How a Loan Agreement Can Protect Your Benefits
A bona fide loan agreement can affect how shelter provided by family is treated. If shelter was provided with the understanding that it would later be repaid, it may be treated as a loan rather than income or ISM.
What Makes a Loan Agreement Valid?
- The agreement must be in effect when the shelter is provided.
- Both parties must acknowledge the repayment obligation.
- The agreement may be oral or written if enforceable under state law.
- The repayment plan must be feasible.
The SSA uses Form SSA-5064 to document statements about loans of in-kind support and maintenance. If there was no bona fide loan agreement when the shelter was provided, you generally cannot create one retroactively simply to change how the earlier support is treated.
What About a Rental Agreement?
A genuine rental arrangement may also affect how the SSA evaluates shelter assistance. The SSA applies specific rules to determine whether a rental subsidy counts as ISM, so it is important to document the rental obligation and what you actually pay.
Preparation Makes a Real Difference
For St. Louis area claimants, the time between a favorable ALJ decision and the PERC call is the time to get organized.
Before Your PERC Call
- Gather the financial records requested by the SSA.
- Document your living arrangement clearly.
- Determine whether family support was a gift, loan, or rental arrangement.
- Talk to an attorney or disability lawyer if you are unsure how the rules apply.
Winning the hearing is the hard part. Protecting what you won requires completing the financial review with accurate information about your circumstances.
